Project Settings can be set to use Dolby Atmos in a few different places.

From the Project Settings menu (File > Project Settings > Audio):

From the Mix menu:

From the New Project dialog:

To set a project to use Dolby Atmos:

-Set Spatial Audio to Dolby Atmos
-Set Surround Format to 7.1.2

Assign the output of your tracks to Surround and use the 3D Object Panner for Objects:
