Dolby Atmos Master files (ADM BWF) are encoded to Dolby Digital Plus JOC (.ec3) or AC4-IMS (.ac4) for packaging and streaming to consumers. A third codec, Dolby TrueHD, is used for Blu-Ray.
ADM BWF is not directly encoded as AC3 but a 5.1 re-render can be for use on DVD.
If you need to encode ADM BWF, The Dolby Atmos Renderer can encode to DD+JOC and wrap in an MP4 container which can be used for playback.
Professional encoding for distribution requires the use of tools like the Dolby Media Encoder or Dolby Encoding Engine. See - https://customer.dolby.com/content-creation-and-delivery
Amazon Web Services (AWS) MediaConvert can also be used.

You will first need to get 5.1 exported from Cubase 12 from your Atmos ADM master. You should be able to do this in Cubase. If not you could always download the trial version of the Dolby Atmos Production Suite from the above link if working on a Mac and export the 5.1 from that application.
There is an intellectual property vetting that occurs when downloading the evaluation copy of Dolby Media Encoder. If you can't supply company information this could be a problem.
But, there are other options for encoding 5.1 to Dolby Digital. Apple Compressor will work if you are on a Mac. There are even command line tools like ffmpeg that could work for a one time solution.
Cloud encoding solutions like encoding.com or AWS MediaConvert are other options but require setting up an account.
