Where are you seeing this error? If you can provide a screenshot of your set up and error that would be helpful.
If the Nuendo SMPTE Generator plug-in (or the Dolby LTC Generator plug-in) is inserted on a mono track and bussed to output 129 with the expected LTC source in the Renderer preferences set to channel 129, you should be able to engage the sync button and have the Renderer chase the Nuendo transport. This of course is after setting the Dolby Audio Bridge as the output device and setting the buffer size to 1024 and defining the number of outputs in the Audio Connections menu.

Yes, everything is set up correctly.
The problem was being caused by an operating system permission setting that had not been activated.
