Great to hear you are using Atmos for your short film. The ability to create Atmos MXF files for cinema is a feature of the Dolby Atmos Renderer for Cinema software. This software is used by studios who are part of the Dolby Atmos Theatrical Atmos Mix Room Certification program. Given the time it takes for a suitable sized and equipped room to go through the certification program, the best option would probably be to look for a certified studio in your region and take your mix there to be finalised. Please let me know if this is a possibility for you and I can supply a list of studios.
In terms of creating an Atmos DCP for distribution, there are several software packages can do this including EasyDCP, DVS Clipster, and Dolby Cine Asset. Most companies that can specialise in DCP creation will be able to create Atmos DCPs, so if you have a preferred local company, I would recommend to get in touch.
