They are all the same Renderer built on the same underlying code but the two licensed versions have slightly different implementation and there are some extra features in the Dolby Atmos Renderer.
The Dolby Atmos Renderer is a realtime application. You monitor through it and put the software into record when creating Atmos masters. You can punch in/out of existing masters. With the Renderer integrated into DAW creating Atmos masters is an non-realtime export operation.
The Dolby Atmos Renderer lets you work with multiple Beds (useful for post workflows with stems but not so much for music), allows for monitoring with extended speaker layouts above 9.1.6 (and arrays) for larger rooms, has onboard EQ and an MP4 export function. Non of these are in Logic or Studio One.
Logic and Studio One are fairly close in the implementation but Studio One allows control over some downmix and trim features that Logic Pro does not.
Dolby Atmos master ADM BWF created with all three are the same. If you don't need the additional features of the Dolby Atmos Renderer using either DAW standalone is a totally legit way to go.
