Install packages were checked and they are fine. I would recommend downloading a fresh copy of Dolby Media Encoder from Dolby Customer portal. Removing existing Dolby Media Encoder using dedicated uninstaller. Then install it one more time. Please also do not move Dolby Media Encoder location on your mac since there a lot of connections between different paths.
